Carlyle Group Inc. co-founder David Rubenstein has reached an agreement to buy the Baltimore Orioles for $1.725 billion, according to a person with knowledge of the deal. The necessary and proper clause gives Congress broad authority to decide on what it needs to carry out its enumerated powers. “Congress has duties to perform and powers to execute,” Chief Justice John Marshall wrote in his opinion for the court in McCulloch v. Maryland in 1819. As far as the Constitution is concerned, Congress cannot only shape that jurisdiction (“with such Exceptions”) but also set the terms by which the court exercises its appellate authority (“under such Regulations”). Congress could, to use one example, require justices to recuse themselves in any appellate proceeding in which they have a conflict of interest. As it stands, however, the kinds of ethics rules that are on the table — or should be — fall squarely within congressional authority to shape, regulate and even discipline the Supreme Court.

Edgar Hoover Building in downtown Washington has set off a heated competition between elected officials representing Virginia and Maryland, the two states vying to secure the future site to house at least 7,500 bureau employees and the bureau’s leadership, along with the economic development that will come with it. Maryland’s two potential sites are in Greenbelt and Landover, while Virginia’s is in Springfield.

Microsoft warned employees against sharing "sensitive data" with ChatGPT. Leaked internal communications revealed that Microsoft's CTO office told employees that using ChatGPT is fine. "Companies and employees are all scrambling to find out the exact rules around using ChatGPT for work." He added: "The interesting thing here is that Microsoft is a big partner and investor of OpenAI, the maker of ChatGPT. In theory, Microsoft stands to gain when ChatGPT collects more data and improves its technology.
A Chinese hacker group stole at least $20 million from the US government, the Secret Service says. These funds were meant for COVID-19 relief, the Secret Service told NBC on Monday. The Secret Service says the hackers responsible are APT41, Chinese state-sponsored cybercriminals. A Secret Service spokesman told NBC News that APT41, a Chinese state-sponsored cyber criminal group, was responsible for stealing millions of dollars from the government coffers. Representatives for the Secret Service and the Chinese embassy in Washington did not immediately respond to Insider's requests for comment.
